10 One Piece Villains Who Wasted Their Potential

One Piece has some of the most impressive villains in all of fiction thanks to Eiichiro Oda's creative writing. The story features the likes of the Shichibukai and the Yonko of the Sea, among others who live up to their reputation and add a whole new level of enjoyment to the series.

Some villains, however, had tremendous potential to play a huge role in the story and become bigger threats than they actually were. In a franchise with as many character as One Piece, not everyone can live up to their potential. That goes double for the series' villains.

10 Gecko Moria – He Was The Main Villain Of The Thriller Bark Arc But Was Already Beyond His Prime

Gecko Moria was a Shichibukai who now has a bounty of 320 million berries on his head. Back in his prime, Moria was powerful enough to challenge Kaido and survive the battle, although his crew couldn't do the same. Realizing that crewmates are killable, Moria decided to create an army of Zombies and planned to use them to make him the Pirate King. In the process, Moria wasted all his potential as a fighter and got tremendously weak.

9 Hyouzou – He Was The Strongest Swordsman Of Fishman Island But Hardly A Threat

Hyouzou was a blue-ringed octopus merman who appeared as one of the main antagonists during the Fishman Island arc. He was quite strong for an average fighter, but for the Straw Hat Pirates who had just returned from the two-year training, he was no threat. Hyouzou fought Zoro in what was an incredibly easy fight for the latter and ended up losing within seconds despite having quite a threatening aura.

8 Baby 5 – She Had One Of The Most Powerful Devil Fruits In One Piece But Was Severely Underutilized

Baby 5 was a member of the Donquixote Pirates and appeared as a minor antagonist in the Dressrosa Saga. Although an underling of Doflamingo, Baby 5 was quite powerful and her Devil Fruit played a big role in that. She holds the power of the Buki Buki no Mi which allows her to turn herself into any weapon. Evidently, Baby 5 could've been a lot more useful as her fruit had great potential but sadly, she never used it in an effective manner.

7 Sugar – She Had What Is Easily One Of The Most Powerful Devil Fruits In One Piece

Like Baby 5, Sugar was a member of the Donquixote Family. She was key to Doflamingo's plan to maintain control over Dressrosa as her Hobi Hobi no Mi allowed her to turn anyone into a toy with a mere touch. Furthermore, she could then sign a contract with them which prevented them from betraying her.

If that wasn't enough, everyone's memories of the person who got turned into a toy were wiped out entirely. Such a powerful Devil Fruit could certainly have been used in a bigger fashion.

6 Buggy – His Devil Fruit Makes Him Impervious To Any Slash Based Attack

Buggy is one of the former Shichibukai who has the power of the Bara Bara no Mi, a Paramecia type of Devil Fruit that allows him to split his body into parts and manipulate them within a certain sphere. Buggy's Devil Fruit is quite decent as it prevents him from getting cut and with it, he can launch sneak attacks from anywhere. Unfortunately, he wasted his potential as a fighter and became a gag character as the story went on.

5 Vander Decken IX – Although A Weak Fishman, His Devil Fruit Was Rather Strong

Vander Decken was an antagonist who appeared in the Fishman Island arc. To search for the Ancient Weapon Poseidon and control its power, Decken tried his best to marry Shirahoshi but failed every time.

That's when he used his Devil Fruit power, the Mato Mato no Mi, to kill her. This Devil Fruit allowed Decken to throw any object towards the person who he last touched. He could've potentially destroyed Fishman Island by throwing the Noah at it. Keeping that in mind, Decken had a lot of potential but was wasted because of his incompetent thinking as a villain.

4 Caribou – He Is The Only Logia Type User In The Story Who Is Weak

"Wet-haired" Caribou appeared in the story after the two-year time-skip wrapped up and the Straw Hats met on Sabaody Archipelago. Although he appeared threatening initially, Caribou turned out to be quite a weak character.

Logia Devil Fruits turn the user into a force of nature and Caribou certainly couldn't make good use of his abilities at all.

3 Charlotte Smoothie – She Is The Second Strongest Subordinate Of Big Mom But Has Barely Done Anything

Smoothie is one of the Three Sweet Commanders of the Big Mom Pirates and only second to Charlotte Katakuri in terms of power. She has a bounty of 932 million berries on her head, showing that she's truly a huge threat to the Government.

Despite her stature and all the power that she holds, Smoothie has rarely done anything useful. She has been a part of two major arcs but has barely featured at all. She remains one character that Oda continues to waste as the story goes on.

2 Charlotte Cracker – He Appeared Only As A Minor Antagonist

Cracker is one of the strongest characters in the world and a powerful Sweet Commander of the Big Mom Pirates. He has a bounty of 860 million berries on his head which shows how big a threat he really is to the World Government.

Despite everything, the only time Cracker was ever useful was when he fought against Luffy, and even then, he lost. He's not been seen since and didn't play any part in the fight against Germa and the Straw Hats. He's also not a part of the team that came to Wano and thus is a bag of wasted potential.

1 Foxy – He Is A Gag Character But His Devil Fruit Is One Of The Most Overpowered In The Story

Foxy was first introduced in One Piece's Long Ring Long Land arc where he and his crew engaged in a Davy Back Fight against the Straw Hat Pirates. Foxy's Devil Fruit, the Noro Noro no Mi, was also revealed in this arc. Surprisingly, it turned out to be an incredibly powerful ability. This Devil Fruit allows him to shoot out a beam of light that tremendously slows down anyone it hits. Had Foxy been stronger, he would've been able to unlock the true potential of this fruit.
